The key to the Back To Eden Method" is to place a covering on the land vs. tilling it up and leaving it exposed to the elements. 

This covering creates a natural barrier to weeds topside and retains moisture on the flip side.  Each time it rains, a "compost tea" from the covering (woodchips, grass clippings, shredded leaves, etc.) is leached into the soil that over time will create a nutrient-dense, pH balanced, loose soil.
